But I would like to add one thing I stumbled upon in thought just this past week.
Tone is phonemic in English:

I could go. = It's possible to go. I can.

I could go. = It's possible to go, but perhaps there's a reason why I won't... (or) I can, but...
The first has a standard intonation.
The second has a standard intonation with a rising or falling or rising and falling tone.
